 Are you logged as admin or as a regular user?
Are your PC is part of a domain or it is part of a workgroup\stand alone PC?

You can changed control panel settings vi group policy just click start > run type in MMC then go to file > Add\Remove snap in and click ADD.
Choose group policy and OK all.
Once you expend group policy under user configuration expend admin templates and you will see a control panel folder.
You have to be logged as ADMIN to do this.

Alternatively you can do it from the registry but unless you know what you are doing I would not recommend it.

Just follow the below listed steps.
1. Go to Start >> Run
Type gpedit.msc and press Enter.

2. In the resulting window, navigate to the folder
User Configuration >> Administrative Templates >>Control Panel and try enabling the options given by refering their reference u can even refer user profiles and group policies under system tree ok
